Parcel Mapping Notes:

On March 14, 2016, a parcel mapping conference was held in the Davies Center located within UW-Eau Claire's lower campus. Although the conference was held all day, I was only able to participate for the final hour and a half of it. The topic of discussion when I entered was improvement ideas for parcel mapping in Wisconsin.

Participants were organized around circular tables, and provided with writing utensils accompanied with a large sheet of paper in the center of each table. The discussion topic was then talked about among the individual tables, suggestions were made, and then written on the communal paper. When the time allotted had ended, each table was allowed to share their ideas with the rest of the conference. All the ideas were then combined on a single word document and the prevailing concepts taken into consideration. Some of the main ideas that repeated itself for this question was to create a state standard for parcel mapping at the county level, clarify and resurvey county boundaries, and to get a better grasp of user needs within Wisconsin.

The same process was then repeated for strategies to improve said mapping. For this session of discussion, some of the repeating concepts were to educate the public and users of proper PLSS use, to continue and balance funding for mapping project (bench mark 4), and to create a state surveyor position to eliminate inconsistencies pertaining to county boundary mapping.

In the end, I found the conference very informative for issues that relate around parcel mapping within Wisconsin, and enjoyed the collaborative effort to find a possible solution. However, the conference did end on a sort of disconnected note, when the discussion of how next to proceed was brought to attention. This discrepancy showed that although our state shows interest and initiative in finding solutions for better parcel mapping in our state, it'll be a long road to collectively accomplish it.
